WKProcessPoolConfigurationPrivate's maximumProcessCount property has no effect

(-[WKProcessPool _initWithConfiguration:]):
Respect the maximumProcessCount.
Currently the default limit is UINT_MAX; if maximumProcessCount = 0 (the default), we'll use that limit.
