* UIProcess/WebPageProxy.cpp:
(WebKit::WebPageProxy::dispatchViewStateChange):
Always send SetViewState to the Web process if we have any
registered view state change callbacks. Otherwise, if nothing changed,
we can end up never calling the callback.
