Force useLLInt to true on arm64_32
https://bugs.webkit.org/show_bug.cgi?id=199882
<rdar://problem/53207586>

Reviewed by Yusuke Suzuki.

Some jsc tests set useLLInt=false but on arm64_32 we don't support the JIT.
This causes the option coherency checker to get angry. We should force
useLLInt=true on arm64_32 unless useJIT=true.
