Unfreeze the layer tree on DidFirstVisuallyNonEmptyLayout
https://bugs.webkit.org/show_bug.cgi?id=134073

Reviewed by Simon Fraser.

DidFirstLayout is too early and we usually get a blank page. This doesn't match the existing iOS behavior either.
