[MediaStream] push media stream state to the UI process

* UIProcess/WebPageProxy.cpp:
(WebKit::WebPageProxy::didCommitLoadForFrame): Don't clear m_mediaState, it is done in
  WebPageProxy::resetState. This reverts a change added in r197929.
